Why didn't Dr. Wain-Hobson mention Kawaoka's multiple biosafety violations? Maybe he was unaware of them? If so, his assertions are uninformed and mislead readers. If he is aware of them and chose not to mention them, well, that's even worse.
Unfortunately it appears that the term “ethical virologist “ is an oxymoron.
